At the Martin Metropolitan Planning Organization’s request, the Florida Department of Transportation is evaluating opportunities to realign CR-714 (SW Martin Highway) at its approach to SR-710 (SW Warfield Boulevard) as part of the widening of SR-710 (SW Warfield Boulevard) from Sherman Wood Ranches in Okeechobee County to CR-714 (SW Martin Highway or Martin Grade). In order to move forward, the Florida Department of Transportation has requested a resolution from the Board of County Commissioners consenting to its administration of the project and committing to fund elements not qualified for federal aid funding.

BACKGROUND/RELATED STRATEGIC GOAL:
In September 2013, the Martin Metropolitan Planning Organization Policy Board approved a list of prioritized projects for the Florida Department of Transportation to include in its Five-Year Work Program that began on July 1, 2014. Due to the history and severity of the crashes reported in the sharp curve in the road at the County line as it approaches SR-710 (SW Warfield Boulevard), the list included the realignment of CR-714 (SW Martin Highway), locally known as Martin Grade.
The Florida Department of Transportation is conducting a Project Development and Environmental Study of the widening of SR-710 from Sherman Wood Ranches in Okeechobee County to Martin Grade (Item 419344-5) and is evaluating opportunities to realign Martin Grade as part of the widening project. The realignment moves the current connection on SR-710 (SW Warfield Boulevard) westerly to meet CR-15B in Okeechobee County. This realignment ignores the County boundary and essentially eliminates the sharp curve. The estimated cost to realign the road, including design, right-of-way acquisition, construction, and construction oversight is roughly $2.98 million. Okeechobee County has agreed to maintain the portion of the road lying in its County.
CR-714 (SW Martin Highway) is not under the jurisdiction of the Florida Department of Transportation and is considered to be “off-system” and therefore, certain elements may not be eligible for federal-aid funding, although it is unknown at this time what those elements could be or what the elements could cost.
The Florida Department of Transportation has agreed to include the realignment of CR-714 (SW Martin Highway) in its project to widen SR-710 (SW Warfield Boulevard) if Martin and Okeechobee Counties consent, in the form of a resolution, the proposed realignment and the Florida Department of Transportation’s administration of the off-system project, including a commitment to fund the elements that do not qualify for federal-aid funding, in the form of a resolution.

Move that the Board adopt the resolution consenting to the proposed realignment of CR-714 (SW Martin Highway) at its approach to SR-710 (SW Warfield Boulevard) and the Florida Department of Transportation’s administration of the project, including a commitment to fund the elements that do not qualify for federal-aid funding.
