At the May 28, 2019 meeting of the Community Redevelopment Agency, the draft proposed Chapter 18, Community Redevelopment Element of the Martin County Comprehensive Growth Management Plan (CGMP), was presented. Staff's policy recommendations regarding stormwater, roadway level of service, and shoreline protection zones within the Community Redevelopment Areas (CRA) were reserved for presentation at the June 17, 2019 meeting.

BACKGROUND/RELATED STRATEGIC GOAL:

The work to create the new Chapter 18, the Community Redevelopment Element of the CGMP, was initiated by the Board of County Commissioners by Resolution 17-12.3.

1. The stormwater policies for the CRAs are provided as Objective 18.1E. and Policies 18.1E.1
through 18.1E.7., on pages 13 and 14.
2. The roadway policies for the CRAs are provided as Objective 18.4B. and Policies 18.4B.1. and
18.4B.2, on page 24.
3. The proposed Shoreline Protection Zone policies applicable inside the CRAs are provided as
Policy 18.5C.1., on page 27.

The policy recommendations on these three topics were formulated and modified with the substantial involvement of the Environmental Division in the Growth Management Department and the County Engineer.

The Chapter will be considered by the Local Planning Agency at a public hearing on Thursday, June 20, 2019 and by the Board of County Commissioners at a public hearing on Tuesday, July 30, 2019. Assuming approval by the Board of County on July 30, 3019, transmission by the County to the State, the amendment will be forwarded to the State and regional reviewing agencies and be returned to the County for the adoption public hearing before the Board of County Commissioners on Tuesday, September 10, 2019.
