The North River Shores Property Owners Association has requested the reconfiguration of NW Pine Lake Drive at its intersection with NW Spruce Ridge Drive.  Several options were presented, including different shaped roundabouts and a four-way intersection.  The North River Shores Property Owners Association preferred the four-way intersection.  Currently there are STOP signs controlling traffic on NW Spruce Ridge Drive.  The Board is asked to authorize new STOP signs on NW Pine Lake Drive after the intersection is reconfigured.

BACKGROUND/RELATED STRATEGIC GOAL:

 

The North River Shores Property Owners Association requested the reconfiguration of NW Pine Lake Drive at its intersection with NW Spruce Ridge Drive.  Several options were presented, including different shaped roundabouts and a four-way intersection.  The North River Shores Property Owners Association preferred the four-way intersection.  Currently there are STOP signs controlling traffic on NW Spruce Ridge Drive.  The reconfiguration of the intersection will be included as part of the North River Shores Neighborhood Restoration Project.  Upon completion, residents on NW Spruce Ridge Drive will have the ability to travel directly to US-1 / NW Federal Highway without having to navigate through the current offset intersection or south to NW Fork Road.

Martin County has adopted the Manual of Uniform Traffic Control Devices (MUTCD).  The MUTCD identifies criteria that should be considered for multi-way STOP sign installation.  Staff has determined that at least one of the criteria will be met when the intersection is reconfigured.  Therefore, staff requests the Board of County Commissioners authorize the installation of STOP signs on NW Pine Lake Drive when the intersection is reconfigured to a four-way intersection.

 

ISSUES:

 

Staff will coordinate with the property owner whose driveway will be affected prior to the reconfiguration of the intersection.

 

LEGAL SUFFICIENCY REVIEW:

 

To the extent this item contains legal issues; it has been reviewed for legal sufficiency, although this is primarily a matter of Board policy.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board adopt a resolution authorizing the installation of STOP signs on NW Pine Lake Drive at its intersection with NW Spruce Ridge Drive after the intersection is reconfigured to a four-way intersection with the North River Shores Neighborhood Restoration Project.

Pull this item from the Consent Agenda and provide staff direction.
