BACKGROUND/RELATED STRATEGIC GOAL:

 

In FY 2018, Martin County Art in Public Places (AIPP) program conducted an inventory inspection of the entire collection, with the guidance of the Arts Council of Martin County.  The piece referred to, Wind Games, is currently in storage at a county facility at Dixie Highway and Indian Street.

Wind Games is a metal, kinetic sculpture made from metal tubing with welded shapes of sheet metal and swivel points and bearings.  This was painted multiple colors and installed at Halpatiokee Park in 2002 on separate cement pads.  There were three of these installations.  They were removed because people were climbing them, causing unsafe conditions.  At present, this artwork is no longer able to be re-installed due to its considerable deterioration.  Please see the pictures attached.  Staff has contacted the original artists, Carol May and Tim Watkins and received a quote to repair and re-install the art.  Unfortunately, the price was very high, and there was no potential location identified.  The Public Art Site Selection Committee made the determination to recommend disposition of this material.  A letter was sent to the artists informing them of the decision and asking them to acknowledge the Committee’s recommendation.  The signed letter is attached.

There are several possibilities for disposition:
1.  Give the material to a nonprofit organization who will donate the metal to a local artist for a new artwork to be created.
2.  Put the material out for bid via auction.
3.  Dispose of the materials via recycling or at the County landfill.

Staff is bringing this item to the Public Art Advisory Committee for their recommendation on the disposition of this piece on Monday, July 22, 2019.  That recommendation will be included in this item via a Supplemental Memo.

RECOMMENDATION

Move that the Board approve the Public Art Advisory Board’s recommendation for the disposition of the artwork entitled, Wind Games.
