BACKGROUND/RELATED STRATEGIC GOAL:

 

This is an Additional Item because the Clerk of the Circuit Court would like to hold the organizational Value Adjustment Board meeting soon.

 

The Value Adjustment Board was created pursuant to Florida Statute 194.015. The Board consists of two members of the governing body of the county as elected from the membership of the board of said governing body, one of whom shall be elected chairperson, and one member of the school board as elected from the membership of the school board, and two citizen members - one of whom shall be appointed by the governing body of the county and must own homestead property within the county and one of whom must be appointed by the school board and must own a business occupying commercial space located within the school district.  A citizen member may not be a member or an employee of any taxing authority and may not be a person who represents property owners in any administrative or judicial review of property taxes.

 

The Administration Staff advised retired Judge Robert Makemson that his term expired with the ending of the 2018 Value Adjustment Board functions.  Judge Makemson was provided an Application for Appointment to complete and return if so desired, however, he withdrew his application after recently being appointed as a senior judge. 

 

An Information Release soliciting applicants was emailed via Constant Contact to the Outreach Martin and Local Media email lists which includes local Chambers of Commerce, local businesses, local media, and citizens (well over 1,500 recipients).  The Information Release was also posted to the County’s web page under News.

 

The Board is asked to appoint Derik Baumgarten to the Value Adjustment Board for a term to begin immediately and end when the 2019 Value Adjustment Board completes their functions.

 

The Administration Staff will advise Mr. Baumgarten of the Commission’s decision which include Sunshine Law information.  A Chair letter and framed Certificate of Appreciation will be mailed to Judge Makemson.  The Chair will sign the letter and certificate.

To the extent this item contains legal issues; it has been reviewed for legal sufficiency, though it is primarily a matter of Board policy.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board appoint Derik Baumgarten to the Value Adjustment Board for a term to begin immediately and end when the 2019 Value Adjustment Board completes their functions and authorize the Chairman to sign the Resolution of Appointment and letter and certificate.
