BACKGROUND/RELATED STRATEGIC GOAL:

 

The Government Finance Officers Association (GFOA), founded in 1906, represents public finance officials throughout the United States and Canada. The association which has over 20,000 members are federal, state/provincial, and local finance professionals who are involved in various aspects of their governmental operations. GFOA has a mission to advance excellence in public finance through training, education and award programs. The organization also provides best practice guidance through networking opportunities, consulting, recognition programs, and many other outlets that are made available to their members.

 

GFOA established the Distinguished Budget Presentation Awards Program (DBPA) in 1984 to encourage state and local governments to enhance their budget documents by creating specific criteria that must be included in the budget. The required criteria developed was based upon guidelines established by the National Advisory Council on State and Local Budgeting and GFOA’s best practices on budgeting. The DBPA requires an application process to submit the budget for consideration.  Once submitted, the budget is then reviewed by three GFOA budget reviewers who remain confidential. The County Administrator is one, reviewing at least two other budgets each year to determine if the required criteria have been met and if the budget is worthy of the distinguished budget designation.

 

Martin County (County) has been a member of GFOA for many decades. The County also was instrumental in creating a Treasure Coast Chapter for the Florida GFOA (FGFOA) which meets on a quarterly basis providing training and education to their members. The County submitted the first budget for consideration to receive the distinguished budget award for the fiscal year beginning on October 1, 1998 (FY99) and was proud to receive the award upon the first submittal. The County has been the proud recipient of the award ever since.  As stated in the letter from GFOA and the prepared press release, the award represents a significant achievement for the County. It reflects a ‘commitment of the governing body and staff to meeting the highest principles of government budgeting’. The Office of Management & Budget (OMB) work closely with the departments and assist the County with ensuring the GFOA criteria is being adhered to.  OMB and the Administrator receive written comments from the reviewers and use those comments, when applicable, to improve the document further.

 

The Board should be recognized for their support and commitment to excellence in obtaining this award for twenty-one consecutive years.
