The Bridge Road Main Street project will promote economic development by providing new infrastructure, increased parking, new sidewalks, street lighting, and landscaping. Staff is coordinating with FPL to underground the electric lines, and with South Martin Regional Utilities (SMRU) for installation of an upgraded water main. This enhanced roadway design will increase vehicular and pedestrian safety, corridor walkability, and assist in future parcel redevelopment. The agreements necessary to accomplish the electrical undergrounding are as follows:
1. City/County Right-of-Way Agreement for Underground Conversions (WR #4787756). This document authorizes the use of the Right-of-Way (ROW) by FPL for the conversions. It also requires the County to reimburse FPL for costs to relocate, locate, expose, protect, rearrange, adjust or support the Underground Facilities when such services are required by the County or agency under County control.
2. Applicant-Installed Facilities Agreement for Underground Conversions (WR #4787756). This document authorizes the County to install all the underground conduit and concrete products for the conversion project. This agreement allows the County to accelerate the project schedule.
3. Underground Facilities Conversion Agreement (NON-GAF). This document establishes the cost for the underground conversion and provides the County with a Tier 3 Avoided Storm Restoration Cost (ASRC) of $10,809.00 credit toward the project.

RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board approve the agreements with FPL for undergrounding of utilities associated with the Bridge Road Main Street Project and authorize the Chairman to execute the documents.
ALTERNATIVE RECOMMENDATIONS
Pull this item from the Consent Agenda and do not approve the agreement and keep the overhead power lines.

The project is funded through monies already approved and available within the Hobe Sound Bridge Road Main Street Capital Improvement Plan.
