A Transit Development Plan (TDP) is a Florida Department of Transportation (FDOT) required 10 year plan intended to support the development of an effective transit system.  Every five years this plan requires a major update, per the requirements set forth in Chapter 14-73.001, Florida Administrative Code (FAC), and must be adopted by the Board of County Commissioners.

BACKGROUND/RELATED STRATEGIC GOAL:

 

The TDP process includes an assessment of overall transit-related needs in the community along with a phased implementation plan of recommended improvements for helping to address those needs.  A major component of this process is public involvement, which includes bus rider surveys, key stakeholder interviews, public workshops, discussion groups, and other activities and use of conventional and new media/technologies to reach the current and potential riders of transit.

This agenda item includes the final draft of the County’s 2020 Major Update of its Transit Development Plan, as required by Florida Administrative Code.  In addition, an informational presentation will be provided that highlights outreach efforts, future expansion plans should funding be available, as well as ridership growth potential using FDOT’s recommended estimation tool.

 

ISSUES:

 

The Board of County Commissioners is required to approve a Transit Development Plan no later than September 1, 2019, in order to continue to receive public transit grant funds from the Florida Department of Transportation (FDOT).

To the extent this item contains legal issues; it has been reviewed for legal sufficiency, although this is primarily a matter of Board policy.

RECOMMENDATION

Move that the Board receive the presentation and approve the 2020 Major Update to the Martin County Transit Development Plan.
