MCT Express Ambulance Service d/b/a United Medical Transportation ("MCT Express") submitted an application for a Certificate of Public Convenience and Necessity ("COPCN") to provide Class B and Class C emergency medical transportation services pursuant to Section 87.105, Article 4, Emergency Medical Service and Transportation, General Ordinances, Martin County Code. After a public review of the application, the Emergency Medical Services Advisory Council ("Council") unanimously voted to recommend support of the requested Certificate of Public Convenience and Necessity.

BACKGROUND/RELATED STRATEGIC GOAL:

In accordance with Section 87.105, Article 4, General Ordinances, Martin County Code, Emergency Medical Service providers must obtain a COPCN from the Board County Commissioners ("Board") prior to operating in Martin County. Pursuant to Section 87.105, MCT Express submitted an application for a COPCN to provide Class B and Class C services with the Fire Rescue Department. Class B certificates cover businesses, agencies and hospitals that use ambulances based in Martin County to conduct non-emergency, interfacility medical transport or transfer service at Advanced Life Support or Basic Life Support services. Class C certificates cover businesses and agencies that use ambulances based outside of Martin County to provide nonemergency medical services identified on the certificate and limited to transports that originate in the County and terminate out of the County.
