With the completion of the project, the Town requested an amendment to address the disposition of any remaining funds.

BACKGROUND/RELATED STRATEGIC GOAL:
The Florida Department of Environmental Protection (FDEP) requires that the responsible entity for each inlet in Florida be guided by an Inlet Management Plan. Inlets along the coast divert sand that would otherwise be propelled by the currents along the beach, traveling in the nearshore area. In January 2016, the FDEP adopted an updated St. Lucie Inlet Management Plan (SLIMP). The plan identified the average annual sand placement required on beaches north and south of the inlet to mitigate the erosion impacts caused by the St. Lucie Inlet. As the responsible entity for the St. Lucie Inlet, the COUNTY has complied by periodically placing sand in a volume and frequency that maintains a minimum average of 161,000 cubic yards per year as a long-term solution to inlet impacts.
The County worked with the Town during their regularly scheduled beach restoration project. By partnering with the Town on the beach restoration project, the County would fulfill its sand bypassing requirement. In 2018 the County entered into an agreement with the Town to construct this project. This option also offered the advantage of reducing the overall unit price for the sand. The County agreed to provide $6,275,000 to the Town to fund the placement of 500,000 cubic yards of sand that were credited as “bypass”.
With the completion of the 2018 project, the Town approached County staff to amend the original agreement to include details clarifying the disposition of any remaining funds. This amendment resolves any questions regarding fair apportionment.
