This presentation is intended to update the Board of County Commissioners on the progress that has been made in constructing the C-44 Reservoir and Stormwater Treatment Area. The presentation also includes an update on the 2019 revisions to the Integrated Delivery Schedule (IDS) which illustrates the planned progress for all Comprehensive Everglades Restoration Projects (CERP). Progress on the planning efforts for the Loxahatchee River Watershed Restoration Plan and the Lake Okeechobee Watershed Restoration Plan will also be reported.

BACKGROUND/RELATED STRATEGIC GOAL:
Martin County has been a leader in Everglades Restoration and has a history of close partnership with federal and state partners to make progress in restoring the impacts of the Central and South Florida Water Management system. The county has taken an active role in advocating for and funding projects that will restore water quality, quantity, distribution and timing. The county has an interest in advancing projects identified in the Indian River Lagoon South component of the Comprehensive Everglades Restoration Project (CERP). These projects provide storage and treatment to reduce the volume and pollutants that have negatively impacted the St. Lucie River and Estuary from the C-44, C-23, and C-24 canals.
CERP authorized the construction of the C-44 Reservoir and Stormwater Treatment Area in a joint effort between the South Florida Water Management District and the United States Army Corps of Engineers. This project is designed to store and treat 60% of annual average stormwater from the C-44 basin in Western Martin County. This will provide water quality treatment benefits and wet season rainfall attenuation for the critical and sensitive ecosystem of the St. Lucie River and Estuary.
Martin County contributed $27 million dollars to the acquisition of land for the C-44 projects and is a primary stakeholder in its completion. The board has requested regular updates on the progress of this critical project and investment of the citizens of the county.
In addition to the C-44 update there are many updates to other CERP projects and a revised IDS that will have impacts on projects of primary concern to Martin County, including the Lake Okeechobee Watershed Restoration Plan and the Loxahatchee River Watershed Restoration Plan.
