BACKGROUND/RELATED STRATEGIC GOAL:

 

The attached list of 2020 Special Events Requiring Road Closure(s) identifies each event, the date(s) of the event, the impacted roadway(s), and its sponsor.  The special events included on the list require closure of County and State roadways in unincorporated Martin County and closure of County roadways within a municipality’s jurisdiction.  Special events that require closure of a municipality’s roadway within its jurisdiction are not included on this list.  By approving this list, the Board of County Commissioners agrees that the County Engineer will ensure that the public is properly notified, and that traffic is properly detoured around the closure(s).   Staff will bring forth the list again in late spring for next season’s events.  This will provide sponsors ample time for planning their events in the fall and winter of the coming year.

 

ISSUES:

 

The 2020 Special Events Requiring Road Closure(s) includes changes to the Port Salerno Seafood Festival (Seafood Festival).  In the past, the Seafood Festival was a single day event held on the last Saturday of January and was sponsored by the Port Salerno Seafood Festival, Inc. on behalf of the Port Salerno Commercial Fishing Dock Authority (Dock Authority).  The Board of County Commissioners previously approved the closure of portions of SE Dixie Highway, SE Park Avenue, SE DeSoto Avenue, SE Mulford Lane, and SE Georges Way.  It has come to staff’s attention that past sponsors have also closed portions of SE Salerno Road, SE Seaward Street, SE DeSoto Avenue, and SE Bayview Street without approval. 

For the 2020 Seafood Festival, the Dock Authority asked Port Salerno Community Promotions to be its sponsor.  Port Salerno Community Promotions is asking to for a second day for the event to, “spread out a lot of the congestion at the event, and yet make the revenue stream a lot better.”  In addition to the second day, the sponsor is asking the Board of County Commissioners to allow the closure of the approved roadways as well as SE Salerno Road, SE Seaward Street, and SE Bayview Street.

These streets are populated with single family residential homes, which were heavily inconvenienced by the single day event.  Several residents along SE Bayview Street, SE Park Avenue, and SE Westfield Street have asked the Board of County Commissioners and the County Administrator to deny the request for the second day of the Seafood Festival.  Staff from the Office of Community Development identified the addresses of residents that were directly impacted by (within the limits of) the requested road closures.  The Parks and Recreation Department staff then provided the lists to the Port Salerno Community Promotions, who went door to door to obtain signatures of residents in support of the two-day event and road closures or opposed to the event and road closures.  The lists, with signatures and commentary of the Port Salerno Community Promotions, are attached.  In summary support was received from:

                     five of seven residents on SE Park Avenue;

                     three of five residents on SE DeSoto Avenue;

                     seven of the eleven residents on SE Seaward Street;

                     seven of ten residents on SE Bayview Street; and

                     the one resident adjacent to SE Mulford Lane.

The Martin County Sheriff’s Office and the Martin County Fire Prevention Chief have indicated that they have resources available to support the two-day event if approved by the Board of County Commissioners.  Port Salerno Community Promotions has indicated a one-day event is no longer feasible.
