BACKGROUND/RELATED STRATEGIC GOAL:

 

In 2015 the Board adopted a Septic to Sewer (S2S) Program. Initially, the program was semi-dependent on receiving grant funding to assist in reducing the cost to property owner.  More recently, the board directed staff to evaluate the program and determine how the program could continue without a dependency on grant funding, yet still minimize the cost to the property owner and accelerate the program.

 

A number of assessment projects have been completed using conventional loans with an interest rate of 3% - 4%. The Florida Department of Environmental Protection (FDEP) provides for low interest loans through the State Revolving Fund (SRF) Loan Program with an interest rate of less than 2%. Formal adoption of the proposed Facilities Plan is required in order for Martin County to participate in the SRF Loan Program.

 

The scope of the proposed Facilities Plan will:

                     Identify the boundaries of the service area

                     Define alternate methods of wastewater collections systems

                     Develop cost estimates for the alternate systems

                     Recommend the most cost-effective system that meets the needs

                     Describe the recommended infrastructure

 

ISSUES:

 

The issue is whether to seek alternatives to conventional financing that would assist in reducing the cost of the assessment to property owners in the Golden Gate Estates Septic to Sewer Project.

 

LEGAL SUFFICIENCY REVIEW:

 

This is a policy matter, and, therefore, does not require a legal sufficiency review.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

1.                     Move that the Board adopt the Golden Gate Estates Wastewater Facility Plan resolution for the implementation of the Golden Gate Estates Septic to Sewer Project.

2.                     Move that the Board authorize staff to submit a loan application to the FDEP SRF Loan Program for financing the Golden Gate Estates Septic to Sewer Project.

 

ALTERNATIVE RECOMMENDATIONS

Pull this item from the Consent Agenda and provide additional direction to staff.

 

FISCAL IMPACT:

 

RECOMMENDATION

The SRF Loan Program is the preferred financing mechanism as it will provide for a lower interest rate compared to conventional financing.
