The US Constitution mandates a headcount every ten (10) years of everyone residing in the United States. This includes people of all ages, races, ethnic groups, citizens, and noncitizens. The United States Census Bureau strongly encourages Counties to establish Complete Count Committees to increase awareness and maximize participation in the 2020 Census.

BACKGROUND/RELATED STRATEGIC GOAL:
The U.S. Census Bureau must submit state population totals to the President of the United States by December 31, 2020. The population totals affect federal funding in Martin County. Approximately $675 billion in Federal Funding is distributed to communities throughout the Nation each year. Data collected is used to help Federal Agencies determine change in our community.
The establishment of a Complete Count Committee shall have the following mission:
1. Advise the Board of County Commissioner in matters affecting the 2020 Census.
2. Assist in maximizing participation of Martin County residents in the 2020 Census.
3. Increase awareness of the benefits and importance of the 2020 Census

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law.
RECOMMENDED ACTION:
RECOMMENDATION
Move the that the Board adopt the resolution establishing the Complete Count Committee.
