BACKGROUND/RELATED STRATEGIC GOAL:

 

Upon CERP authorization in 2000, the State of Florida and the federal government entered into a 50/50 cost-sharing agreement for funding of restoration projects identified in CERP. CERP was developed with the anticipation that it would be completed in 35 years based on a funding level of $200 million from both the state and federal government.  Since then, the federal government funding level for CERP has averaged about $70 million.  This year the President requested that Congress authorize the full $200 million funding level.  The House of Representatives passed a FY’20 appropriation bill that included the full $200 million and the Senate approved it in the Energy and Water Development Sub-committee but failed to bring it to a full vote of the Senate prior to the beginning of the new fiscal year.  In order for the projects that are critical to reducing harmful Lake Okeechobee discharges and restoring water quality in the St. Lucie River and Estuary to be completed, it is of utmost importance that CERP receive federal funding at the $200 million level. This resolution urges the Senate to approve an appropriation bill that fully funds CERP.
