BACKGROUND/RELATED STRATEGIC GOAL:
The Committee was created pursuant to the recommendation of the Part 150 Noise Study Planning Advisory Team. The Committee shall have the duty and responsibility to make recommendations to the Board of County Commissioners concerning the implementation of the operational and land use mitigation measures adopted in the Federal Aviation Regulation Part 150 Study.
The Airport Noise Advisory Committee was created and amended pursuant to several resolutions, but Resolution No. 16-7.15 is the latest changing the three members being residents of the Noise Program Area (Phase 1-7) as defined by the 2012 Noise Compatibility Program Update to a requirement that three members be residents residing within a two-statute mile radius of Martin County Airport/Witham Field.
The committee is comprised of 13 members who shall be a Martin County resident or business owner of an aviation related business located at Witham Field. Membership is as follows: three residents from within a two statute mile radius of Witham Field (changed 7/26/16); an Aircraft Owner who has Aircraft Based at Witham Field, a representative from a Witham Field Based Flight School, a representative from a Fixed Base Operator at Witham Field, a representative from a Charter Operator Based at Witham Field, a Sewall's Point representative from the Town Council, a City of Stuart Representative, a representative of Friends of Witham Field, a representative from the Witham Airport Action Majority (WAAM), a representative from the Witham Aero Club (added 2/26/08), and a County Commissioner.
The Airport Noise Advisory Committee is scheduled to meet quarterly at Witham Field at 10:00 AM. Their agendas are published to the County’s web site in a timely manner.
Due to Mark Hill not attending several meetings, the Committee asked staff to solicit applicants for the “resident from within a two-statute mile radius of Witham Field”.
An Information Release soliciting applicants was emailed via Constant Contact to the Outreach Martin, Local Media, and past CARES graduates email lists which includes local Chambers of Commerce, local businesses, and citizens (well over 2,600 recipients). The Information Release was also posted to the County’s web page under News.
The Administration Staff will advise all the applicants of the Commission’s decision which will include Sunshine Law information to the appointed individual.
ISSUES:
The Board is asked to appoint one individual to the Airport Noise Advisory Committee for a term to begin immediately. Voting sheet attached.

RECOMMENDATION
• Move that the Board appoint one individual to the Airport Noise Advisory Committee for a term to begin immediately.
• Move that the Board authorize the Chair to sign the Resolution of Appointment.
