On August 13, 2019, the Martin County Board of County Commissioners (BOCC) directed staff to request a presentation by the Department of Transportation (DOT) regarding the proposed landscaping on SW Kanner Highway from I-95 to SW Monterey Road.  They asked that DOT provide a presentation to the Metropolitan Planning Organization (MPO) Board first then again to the BOCC.  The presentation to the MPO Board is scheduled for December 9, 2019.

BACKGROUND/RELATED STRATEGIC GOAL:

 

On August 13, 2019, the Board directed staff to request a presentation by the Department of Transportation (DOT) regarding the proposed landscaping on SW Kanner Highway from I-95 to SW Monterey Road.  Rob Cotleur from Cotleur & Hearing Landscape Company is the landscape architect for this project and will provide an overview of the design elements.  Mr. Cotleur and his staff incorporate Florida Friendly and native plants into their designs and are acutely aware of what plants do well in medians and along roadways in our region.   His team also designed the landscape palette on US1 in Hobe Sound and the award-winning landscaping associated with the Veteran’s Memorial bridge.  The landscape design for this project is limited to a gateway feature near the I-95 interchange.

 

DOT’s budget for the landscaping portion of this project is $382,029.46, which is not enough to provide landscaping for the entire corridor.  DOT identified three options to expend the limited funds within the project area.  The options included (1) installation of irrigation only in all the medians of the project with no landscaping, (2) installation of intermittent unirrigated trees along the sides of the road and (3) installation of a densely landscaped and irrigated gateway feature.  The gateway feature was determined to be the best available option until additional funding could be identified to extend the landscaping and irrigation to other areas in the project corridor.

 

Maintenance of the proposed gateway landscaping will be the responsibility of Martin County.  The Department of Transportation will continue to maintain the rest of the turf throughout the corridor until future phases of the enhanced landscaping are constructed. 

 

A Landscape Maintenance Memorandum of Agreement (MMOA) between DOT and Martin County is required to authorize this work.  The Board is requested to approve the attached MMOA.  There are two existing MMOAs for landscaping that formerly existed near the interchange but was removed with the 2017/2018 interchange expansion project. Both of those MMOAs need to be terminated and the Board is asked to approve the attached MMOA termination agreement. 

 

ISSUES:

 

Entering in to the MMOA will have fiscal impacts for bed, turf, and irrigation maintenance.

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law, has identified and addressed legal risks, and has developed strategies for legal defensibility.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board:

1.                     Adopt the Resolution approving the new MMOA.

2.                     Adopt the Resolution approving the MMOA Terminations.  

 

ALTERNATIVE RECOMMENDATIONS

Move that the Board provide direction to staff.

RECOMMENDATION

Landscape, turf and irrigation maintenance will be approximately $25,000 annually, but will not begin until the guarantee period ends next fiscal year.   This cost will be submitted as a budget request for FY 21.
