The Board of County Commissioners was recently awarded $250,000 for Phase II improvements for Phipps Park from the Florida inland Navigation District (FIND) Waterway Assistance Program.  This phase will be constructed in 2020.  FIND representatives will present a check to the Board of County Commissioners for 2015 and 2016 Waterway Assistance Program (WAP) grants in the amount of $448,838 that were used to fund the initial phase of improvements.  The WAP program has helped enhance public recreation, boating, fishing, picnicking, hiking and camping opportunities within Phipps Park and along the Okeechobee waterway.

BACKGROUND/RELATED STRATEGIC GOAL:

 

Phipps Park is a 60-acre recreational campground in Martin County.  In 2013, the Board of County Commissioners directed staff to master plan Phipps Park to modernize the park’s aging infrastructure and amenities, and to address the eroding shoreline.

Since that time, the Board of County Commissioners has authorized and funded a 50% match for three separate grant agreements in partnership with FIND and their Waterway Assistance Program.    Since 2015, $698,838 in WAP grants have been awarded for Phipps Park. ($167,061 in 2015, $281,777 in 2016 and $250,000 in 2019).

With FIND’s assistance, the County has stabilized 1,000 feet of shoreline and, with the newly executed 2019 grant, the County will be able to complete the stabilization of the remaining 500 feet of shoreline.

The scope of this project included taking a shoreline that had a steep 17:1 escarpment and making a more subtly gentle slope, creating a more accessible shoreline with panoramic views of the waterway.  This project included removing exotic vegetation, transplanting native trees, installation of irrigation and Bermuda sod on the slope, installation of rip rap and native grasses along the waterway, constructing a 4’ wide sidewalk with post and rail fence along the waterway, and the addition of a 200-foot T- dock for fishing, boating and viewing the locks.
