EXECUTIVE SUMMARY:

Florida Administrative Code 67-37.005 requires the County to submit a new LHAP, (which governs Martin County's State Housing Initiative Partnership Program [SHIP] programming and expenditures), every three years to the Florida Housing Finance Corporation (FHFC). The 2020-2023 LHAP was prepared by staff and reviewed and approved by the Affordable Housing Advisory Committee (AHAC). The AHAC recommended that the Board of County Commissioners (BOCC) approve the 2020-2023 LHAP for submission to the FHFC.

BACKGROUND/RELATED STRATEGIC GOAL:

Triennially, in accordance with Florida Administrative Code 67-37.005, Martin County is required to review and/or revise the LHAP, with input and approval from the Affordable Housing Advisory Committee (AHAC). The approved plan is then presented to the BOCC for review and approval and submitted to FHFC. The LHAP is a guide for administering the local SHIP funds.

AHAC recommends the strategies found in the attached draft 2020-2023 LHAP. Although the 2020-2021 funding of the SHIP program from the Florida Legislature has not been determined at this time, the LHAP's approval and subsequent submittal to the FHFC is required by May 2, 2020. The 2020-2023 LHAP was prepared by staff and reviewed and approved by the AHAC. The AHAC recommended that the Board of County Commissioners (BOCC) approve the 2020-2023 LHAP for submission to the FHFC.
