BACKGROUND/RELATED STRATEGIC GOAL:
1. Permission to Apply for the FTA 5307 Urbanized Area CARES ACT program grant
• Requestor - Public Works Department
• Granting Agency - Federal Transit Administration
• Project Description - On March 27th the Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed into law providing $2 trillion in support for a variety of industries affected by COVID-19, including the transit industry. The CARES Act provides funding to support the transit industry response to COVID-19. Martin County is eligible for 3,220,534 in operating expenses under the Urbanized Area Formula Program (49 USC 5307). This funding will be provided at 100-percent federal share, with no local match required and is for operating expenses incurred beginning on January 20, 2020 to maintain transit services, prevent, prepare for, and respond to COVID-19.

• Annual Operating Cost - Staff time for grant administration.
2. Permission to Accept the FTA 5307 Urbanized Area CARES ACT program grant
• Agreement/Contract drafted by - Federal Transit Administration and Claudette Mahan, Transit Manager
• Parties to the Agreement/Contract - Federal Transit Administration and Martin County Board of County Commissioners.
• Purpose of the Agreement/Contract - Grant award of $3,220,534 to fund transit operating expenses including those to prevent, prepare for, and respond to COVID-19. As with all Section 5307 grants at least one percent of the CARES Act apportionment must be used for public transportation security projects.
To comply with 49 U.S.C 5307 (b)(1) and (b)(7) the program of projects (POP) is as follows;
• New/Renewal/Modified - This is a new contract.
• Duration: January 20, 2020 until expended.
• Benefits to Martin County - Will pay for additional expenses incurred by Marty due to COVID-19, additional cleanings (sanitizing) for buses and bus shelters and Personal Protective Equipment (PPE) for bus drivers.
• Cost to Martin County - Staff time to administer the grant.

RECOMMENDATION
Move that the Board authorize the County Administrator and/or designee to execute the grant agreement as well as any non-monetary grant related documents upon review and concurrence of the County Attorney’s Office and adopt the Budget Resolution.
