3. Purpose of the Agreement: To provide a mechanism for payment of costs associated with replacement of a water main in the South Sewall’s Point area of Martin County

Benefits to Martin County: The combination of the Town of Sewall’s Point Drainage and Resurfacing Project with the Martin County Water Main Replacement Project is more efficient than constructing two separate projects and minimizes the impacts of construction to the residents in the Project area.
7. Costs to Martin County: $562,500
The Town of Sewall’s Point (Town) has budgeted for the design, permitting, and construction, including installation of drainage and resurfacing of roadways within its southern boundaries “South Sewall’s Point”. The County has water mains in the same location of the Towns drainage and resurfacing project that are in need of replacement due to age and a history of breaks. The Town and the County recognized that it would be the most efficient to combine the Town Project and the County Project.
The Town advertised bids for the combined project, utilizing a unit price and quantity bid document. The lowest responsible, responsive bidder for the Project was JW Cheatham.
The County’s portion of the Project is estimated at $562,500, which includes a contingency. The funding of the County’s portion will require a budget transfer from Utilities Reserves.
In order for the County to fund its portion of the Project, an Interlocal Agreement between the Town and the County must be executed.
The Town of Sewall’s Point approved the Interlocal Agreement on April 28, 2020, during their regular commission meeting agenda.

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law, has identified and addressed legal risks, and has developed strategies for legal defensibility.
RECOMMENDED ACTION:
RECOMMENDATION
• Move that the Board execute the Interlocal Agreement for the South Sewall’s Point drainage, resurfacing and water main replacement project.
• Move that the Board approve a $562,500 budget transfer from the Consolidated Utilities Fund to the project line item.
ALTERNATIVE RECOMMENDATIONS
Pull this item from the Consent Agenda and provide additional direction to staff.
FISCAL IMPACT:
RECOMMENDATION
The Utilities contribution to the project will result in an addition to the water infrastructure and acceptance of a capital asset with the combined value of the funding from Utilities and Sewall’s Point. Net impact will strengthen the asset section of the Utilities balance sheet and revenue stream from new customers.
