3. Purpose of the Agreement: To provide a mechanism for payment of costs associated with installation of force main infrastructure and transfer of the infrastructure to Martin County

6. Benefits to Martin County: The wastewater force mains installed as part of the Project will provide service availability to approximately 223 Martin County Residents
7. Costs to Martin County: $201,550
The Town of Sewall’s Point (Town) has budgeted for the design, permitting and construction, including installation, of small diameter force mains to provide sanitary sewer service to properties within its boundaries, that will connect to the County’s utility service (Town Project).
The County has previously budgeted for construction of service laterals to connect the force mains installed to individual properties as part of the County’s Connect to Protect Septic to Sewer Grinder Station Program (County Project).
The Town and the County recognize that it would be most efficient to combine the Town Project and the County Project into a single construction project (Project).
The Town has obtained bids, utilizing a unit price and quantity document and contract for goods and services required for the construction of the Project, and has selected and contracted the Construction Engineering and Inspection (CEI) for the Project.
The budget needed for the County’s contribution to the Town is $201,550. The Department has previously budgeted $110,000. A budget transfer from reserves in the amount of $91,550 is needed.
In order for the County to fund its portion of the Project, an Interlocal Agreement between the Town and the County must be executed.
The Town of Sewall’s Point approved the Interlocal Agreement on April 28, 2020, during their regular commission meeting agenda.

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law, has identified and addressed legal risks, and has developed strategies for legal defensibility.
RECOMMENDED ACTION:
RECOMMENDATION
• Move that the Board execute the Interlocal Agreement for the North Sewall’s Point Force Main Extension Project.
• Move that the Board approve a $91,550 budget transfer from Utilities Consolidated Fund Reserves to the Project.
ALTERNATIVE RECOMMENDATIONS
Pull this item from the Consent Agenda and provide additional direction to staff.
FISCAL IMPACT:
RECOMMENDATION
Utilities will use part of its Reserves set aside for future Septic to Sewer conversion projects and will receive in return a capital asset addition to the wastewater infrastructure with the combined value of the contribution and funding from Sewall’s Point. Net impact will strengthen the asset part of the balance sheet and will increase the revenue stream from new customers.
