The Martin County Art in Public Places program is seeking to purchase or commission a public artwork for the Peter & Julie Cummings Library Outdoor Space located in Palm City.

BACKGROUND/RELATED STRATEGIC GOAL:
An outdoor pavilion has recently been constructed near the northern perimeter of the library parking lot, approachable by a 6-foot-wide sidewalk from the front entrance of the building. This informal, outdoor, covered space is used as an extension of the library for a variety of library programs and is available to the public for other leisure activities.

A Call to Artists went out in 2019 looking for a proposal for public art along the walkway leading to the pavilion and possibly next to the pavilion as well. The proposal could have a literary theme or relate to libraries/books, may be colorful or whimsical and appeal to residents of all ages. Sensory of interactive components could have a musical/auditory aspect initiated by the viewer. Kinetic components could also be incorporated. The project budget is $30,000 and includes artist fee, proposal, design, artwork itself, materials, installation, shipping, insurance, travel and sales tax.

Four artists responded. Their proposals are attached for your review. As recommended in the AIPP program manual, a subcommittee was formed made up of an Arts Council representative, community representatives, project site representative, landscaper, county public works representative. A list is attached for your information.

The submissions were circulated to the subcommittee members and a review meeting scheduled onsite for March 5, 2020. The members walked the site, discussed the criteria, reviewed and scored the proposals. Agenda, score criteria and total scores attached.
