BACKGROUND/RELATED STRATEGIC GOAL:

 

The County has received applications from twenty-four (24) not for profit agencies requesting grants and aid funding for FY 2021.  Four (4) of the applications received are for services mandated by Florida Statue and include a request for funding increase in the amount of $11,295.85 for New Horizons of the Treasure Coast, Inc.  Four (4) applications are for current County Service Contracts and include a previously negotiated increase in the amount of $11,321.98 for the Humane Society of the Treasure Coast.  Four (4) of the applications are new requests for funding totaling $169,000.

 

Staff is recommending award of grants at the FY 2020 funding level with the exception of New Horizons of the Treasure Coast, the Humane Society of the Treasure Coast and Dori Slosberg Driver Education.   

 

New Horizons of the Treasure Coast is requesting a 3% increase ($11,295.82) to help offset the cost of additional outpatient therapy staff.  In the past year, New Horizons has seen a consistent increase in the demand for therapy services at the Stuart Outpatient office.  In order to meet this demand, New Horizons is in the process of adding an additional licensed therapist to their staff. 

 

The Humane Society of the Treasure Coast is in the fourth funding year of a previously negotiated contract.  FY2020-FY2021 includes an approved $11,321.98 increase.  This Contract expires in September 2021. 

 

Dori Slosberg Driver Education is mandated by Florida Statute and is funded by fees collected from civil traffic penalties.  Funds are available for driver education programs in public and nonpublic schools.  Staff is recommending a reduction in funding for FY2021.  The recommended funding is reflective of anticipated fees collected.

ISSUES:

 

1.                     Impacts to revenue as a result of Coronavirus Disease 2019 (COVID-19) are unknown at this time.

2.                     Centers for Disease Control & Prevention (CDC) guidelines relating to Coronavirus Disease 2019 (COVID-19) have directly impacted the services offered by FY 2020 grant recipients.  Staff requests Board direction on how to handle previously approved funding requests and the reduction in services provided due to COVID-19.

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board tentatively approve grant amounts recommended by staff, contingent upon final approval of the FY 2021 budget in September.

 

ALTERNATIVE RECOMMENDATIONS

Do not approve funding of grants and aid requests for FY 2021 or approve an alternate funding amount.
