As stated in the Art in Public Places (AIPP) Public Art Ordinance No.1103, each year program staff and the Public Art Advisory Committee (PAAC) reviews and updates program documentation as required. Any updates and revisions suggested are subject to approval by the Board of County Commissioners (BOCC).

BACKGROUND/RELATED STRATEGIC GOAL:
The PAAC is responsible for the annual review of AIPP Program documentation which includes the Public Art Ordinance, the AIPP Program Manual and the AIPP Budget. They may recommend the adoption of additional written policies and procedures to assist it in the performance of its duties. Any amendments recommended by staff are presented to the Public Art Advisory Board and then recommended to the BOCC for approval.

For 2020, staff is proposing changes to the AIPP Program Manual. The AIPP Program Manual contains written guidelines and procedures to govern the manner and methods of acquiring works of art; artist selection; the process for participation and coordination with local institutions; the process for program funding; project implementation and placement of public art. This includes acquired, donated, loaned or leased art, as well as temporary installations. Please see the attached Program Manual for those recommended changes.

There are no suggested changes to the Public Art Ordinance or the AIPP Budget at this time. These documents are attached for your reference.

LEGAL SUFFICIENCY REVIEW:
This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law, has identified and addressed legal risks, and has developed strategies for legal defensibility.

RECOMMENDED ACTION:
Move that the PAAC review the proposed changes to the AIPP Program Manual and recommend submittal to the Board of County Commissioners for approval.
