BACKGROUND/RELATED STRATEGIC GOAL:
Martin County Public Works Department (PWD) has been tracking and responding to flooding reports for many years. Maps created from this data have revealed clustering of these conditions, often adjacent to or near the County’s extensive tidally influenced waterway system. These tidal waters have exhibited an impact from increasing sea levels over time. Over the past few years, PWD has begun to anticipate flooding events by tracking predicted tides, and specifically focusing on the highest annual tides - often referred to as King Tides. These planned observations have indicated that the flooding events have become more numerous, with a longer duration, and often more severe. Over the past 2 years dedicated survey crews have further documented this phenomenon at sentinel sites.
In 2018 the Board of County Commissioners added resilience planning to the set of tools available to address these changing conditions. In 2018 and again in 2019, the County was successful in obtaining grants from the state of Florida’s Resilient Coastlines Program to conduct studies and data analysis that are necessary to provide a sound basis for the County’s resilience planning. The work dovetails with County’s ongoing floodplain management efforts to maintain and improve our scoring in the Federal Emergency Management Agency’s Community Rating System (CRS) since both programs seek to reduce impacts from and speed recovery after flooding. An added benefit to overall community resilience, an improved CRS score, results in a reduction in flood insurance costs for property owners within the County.
The Resilience Program’s work completed to date has not only resulted in the delineation of areas that will benefit most from resilience efforts, it has launched the Resilient Martin website and initiated new efforts to engage and inform the public. A recent Facebook Live event received a high level of viewership and staff is contacting other stakeholder groups for additional public interaction. Public vetting of the County program, along with the technical analysis performed will advance the County’s efforts at obtaining grant funding for more targeted analysis recommended by the planning process and also for adaptation focused construction projects. Finally, the work has also increased the likelihood for an improved CRS score in the next review cycle (2021).
