The following terms for the Community Redevelopment Agency and the Public Art Advisory Committee, expired on December 31, 2020.

Michael Readling - Rio
Richard Kennedy - At Large (term expiration, January 7, 2021)
Sec. 39.2, General Ordinances, Martin County Code (the Code) sets forth the procedures for appointment of members to the CRA. Sec. 39.2.E. of the Code states the term of each member shall be determined at the time of their appointment, after the initial appointments, terms are for four years.
The Board of County Commissioners appoints the members of the CRA Board. As stated in Sec. 39.2D. of the Code, one of the qualifications to be a CRA member is that the person must “have served as Chair of the Neighborhood Advisory Committee.” Our records show the following potential appointees meet this criterion:
Golden Gate: Saadia Tsaftarides, Jacqueline Vitale, Jan Dalcorso
Jensen Beach: Cynthia Hall, Dave Girlinghouse, Debra Eddington, Stephen Dutcher, Sharon Adams, Frank Wacha
Old Palm City: Mark Palazzo, Rex Sentell, Chuck Smith, Tom Plymale
Rio: Michael Readling
They have all been contacted by the Office of Community Development to inform them of their eligibility. Those interested have provided an application for consideration. The Board is asked to make an appointment to represent Golden Gate, Jensen Beach, Old Palm City, and Rio to the Community Redevelopment Agency for terms to begin January 5, 2021 and end January 4, 2025.
As stated in Sec. 39.2D. of the Code, the qualifications to be the At Large CRA member are the same as for all other CRA members, except that the At Large member must “have served as a member of the Neighborhood Advisory Committee, but is not required to have served as Chair.” Members of the Neighborhood Advisory Committees and of the community have been notified of this open position. The Board is asked to make an appointment to the At Large position to the Community Redevelopment Agency for a term to begin January 8, 2021 and end January 7, 2023.
As a member of the Community Redevelopment Agency, all the appointed individuals will also serve concurrent terms on the Public Art Advisory Committee.
The Administration Staff will advise the applicants of the Commission’s decision which includes Sunshine Law information to the appointed individuals. Chair letters and framed Certificates of Appreciation will be mailed to any members not reappointed. The Chair will sign the letters and certificates.
Sec. 39.2.F. of the Code states that the Board of County Commissioners shall designate from among the members of the CRA, a Chair and Vice Chair. The current CRA members are as follows:

The Board is asked to appoint a Chair and Vice Chair to the Community Redevelopment Agency.
ISSUES:
The Board is asked to appoint one individual to the Community Redevelopment Agency as the Golden Gate, Jensen Beach, Old Palm City, and Rio representatives for terms to begin January 5, 2021 and end January 4, 2025. The At Large representative’s term will begin January 8, 2021 and end January 7, 2023.
NOTE: Any of the applicants can be appointed as the At Large Representative.

RECOMMENDED ACTION:
RECOMMENDATION
1. Move that the Board adopt the Resolution appointing one individual to serve on the Community Redevelopment Agency as the Golden Gate, Jensen Beach, Old Palm City, and Rio representatives for terms to begin January 5, 2021 and end January 4, 2025; appoint one individual to serve as the At Large representative for a term to begin January 8, 2021 and end January 7, 2023; and authorize the Chair to sign the Resolution of Appointment.
2. Move that the Board appoint a CRA Chair and Vice Chair for calendar year 2021.
