On December 8, 2020, the Board of County Commissioners (BOCC) requested an update on the status of County boat ramps. The Parks Boat Ramp Renovation Program (BRCIP) was adopted during the FY20 Capital Improvement Program (CIP) for the Parks and Recreation Department (PRD). The program was designed improve safety, appearance and performance of County owned and operated boat ramps. This agenda item provides the basic framework of the BRCIP while a Supplemental Memorandum will follow and provide the status and condition of each County owned boat ramp.

BACKGROUND/RELATED STRATEGIC GOAL:
Martin County Parks and Recreation maintains 28 boat launching lanes at 12 different sites. Many of these ramps and their supporting amenities are aging and have not had major renovations in the past 30 years. Most all are heavily used by the public as well as commercial interests and provide a needed means to access the surrounding waterways. Martin County is well known for ample water access and the recreational opportunities that come with that, and the recreational and commercial use of these waterways are known to be an economic driver for the local economy.
The development of the BRCIP is a component of the Parks and Recreation Master Plan, Goal 1: Maintain and Improve Existing Facilities and Amenities. The program goal is to evaluate each boat ramp independently and estimate the funding necessary for the respective improvements. The goal is to implement design considerations that address general improvements that includes, but not are limited to designing for sustainability and resiliency, repair or replace boat ramp surfaces, floating docks, fixed docks, pilings, lighting, shoreline protection, curbing, ADA compliance, and miscellaneous repairs.
The Parks Boat Ramp Renovation Program started in FY20 as a CIP to address the overall conditions of boat ramps within Martin County. Prior to adoption of the BRCIP, boat ramp repairs were funded primarily from the Parks Fixed Asset Replacement Budget (FARB). Over the past few years PRD experienced major repair costs to the ramps due to tropical storm events, king tides, age and design issues.
During FY18, PRD spent more than $317,000 on repairs for ramps, floating docks, gangways at seven (7) County parks and more recently in the past few months spent $100,000 for an emergency repair at Jensen Beach Boat Ramp The continual rising boat ramps repair cost over the past few years was the impetus for the new BRCIP.
BOAT RAMP PRIORITIES
Sandspit Park (Priority#1) - Sandsprit Park has 2 boat ramps (East & West) and has been identified as top priority based on its current condition and heavy use. It is anticipated that the replacement of both boat ramps will cost approximately $800,000. There is currently $446,654 available in the ‘Boat Ramp CIP’. The following items have been completed:
1. Seagrass survey completed
2. Divers survey completed
3. Engineering firm selected (APTIM - Coastal engineering services)
4. 60% design plans submitted for permitting (Army Corp of Engineers, South Florida Water Management District, Building Department, etc.)
5. Grant funding - will be submitting in 2021
6. Bid process - will be completed after permit approval
7. Permit timeline - It is anticipated that the permitting will take approximately 6 months. Staff has requested that the engineering firm request to expedite the permitting.
