EXECUTIVE SUMMARY:executive summary

The Community Redevelopment Agency (CRA) along with the Growth Management Department and the Treasure Coast Regional Planning Council (TCRPC) developed and established new land development regulations in each of the six CRA areas to assist in the implementation of the vision and recommendations contained in each of the CRA Community Redevelopment Plans.  Consequently, Article 12, Divisions 1-7 were adopted for each of the CRA areas.  This presentation discusses the proposed non substantial tweaks to those LDRs.

BACKGROUND/RELATED STRATEGIC GOAL:

Between November 2017 and August 2018, the period when the Board of County Commissioners considered and adopted “glitch bill” amendments to the zoning regulations for the CRAs, the Board recognized that more substantive changes were needed to facilitate infill development and redevelopment of socially and economically vibrant, environmentally-sustainable, compact, walkable neighborhoods in the Community Redevelopment Areas.

In June 2018, the Board of County Commissioners approved a contract with the Treasure Coast Regional Planning Council to develop new Land Development Regulations for the CRAs. The goal of the overall project was to facilitate the revitalization, restoration and strengthening of the CRA town centers and neighborhoods by establishing future land use designations that allow and encourage a compact, walkable, small-town urban form.

The proposed Article 12, Division 1-7 Glitch Bill 2.0 is the logical next step.  This document highlights and amends non substantive changes to the LDRs as well as suggests edits for organization and ease of use, removes redundancies and corrects scrivener’s errors. 

With the recommendation for approval from the Agency to the Board of County Commissioners, this document will be presented to the Local Planning Agency for approval and at two public hearings at the Board of County Commissioners for adoption.

1.   Provide input and direction, as necessary or desired, regarding the proposed content of the draft Article 12, Divisions 1-7, Glitch Bill 2.0

2.                     Move that the Agency recommend that the Board of County Commissioners adopt the draft Article 12, Divisions 1-7, Glitch Bill 2.0
