BACKGROUND/RELATED STRATEGIC GOAL:

 

On September 11, 2018 the Board of County Commissioners approved Resolution 18-9.29 which sets the number of members for each Neighborhood Advisory Committee (NAC):

Golden Gate Neighborhood Advisory Committee - 7 members

Hobe Sound Neighborhood Advisory Committee - 7 members

Jensen Beach Neighborhood Advisory Committee - 5 members

Old Palm City Neighborhood Advisory Committee - 9 members

Port Salerno Neighborhood Advisory Committee - 9 members

Rio Neighborhood Advisory Committee - 7 members

 

On November 20, 2018, Resolution Number 18.11.18 was adopted increasing the number of members of the Port Salerno Neighborhood Advisory Committee from seven (7) to nine (9).  

 

The Administration Staff received a letter of resignation from Ken Natoli who served on the Old Palm City NAC since October 2016.  Per previous Board direction, Administration Staff sent Mr. Natoli a Certificate of Appreciation and letter thanking him for his service which were signed by the Chair.

 

There is a second vacancy on the Old Palm City NAC due to George Young, Jr. being appointed in January 2020, however, since he was unable to attend any of the meetings, staff declared his position vacant.

 

There has been a vacancy on the Jensen Beach NAC for quite some time.

 

A vacancy on the Hobe Sound NAC became available in February when two terms expired and only one individual was appointed at the February 16, 2021 meeting.  Also, Michael Banas submitted his letter of resignation in February as well.  Per previous Board direction, Administration Staff sent Mr. Banas a Certificate of Appreciation for serving on the Hobe Sound NAC and a framed Certificate of Appreciation for serving on the Community Redevelopment Agency.  The Chair signed the letter and certificates. 

 

An Information Release soliciting applicants for the NACs (2 for Hobe Sound, 1 for Jensen Beach & 2 for Old Palm City) was emailed via Constant Contact to the Outreach Martin and Local Media which includes local Chambers of Commerce, local businesses, and citizens (well over 2,600 recipients).  The Information Release was also posted to the County’s web page under News.

 

To qualify, Neighborhood Advisory Committee applicants must be an individual who is either:

i.                     A resident of the respective Community Redevelopment Area, as evidenced by being a registered voter in the respective Community Redevelopment Area for at least one year, or

ii.                     A resident of Martin County, as evidenced by being a registered voter in Martin County for at least one year, who is also a business owner of a business located within the respective Community Redevelopment Area; or

iii.                     A resident of Martin County, as evidenced by being a registered voter in Martin County for at least two years, who is also a senior manager of a business located within the respective Community Redevelopment Area; or

iv.                     A resident of Martin County, as evidenced by being a registered voter in Martin County for at least one year, who also owns real property within a mile of the respective Community Redevelopment Area. No more than two members of any respective Neighborhood Advisory Committee will be appointed from category iv. above.

 

Administration Staff confirmed through the Supervisor of Elections Office that all the applicants are Martin County registered voters as required.

 

Sec. 39.2, General Ordinances, Martin County Code (the Code) sets forth the procedures for appointment of members to the CRA. Sec. 39.2.E. of the Code states the term of each member shall be determined at the time of their appointment, after the initial appointments, terms are for four years.

 

The Board of County Commissioners appoints the members of the Community Redevelopment Agency Board, the Neighborhood Advisory Committees and the Public Art Advisory Committee.  Due to the resignation of Michael Banas from all three, a new chair for these groups must be appointed.  As stated in Sec. 39.2D. of the Code, one of the qualifications to be a CRA member is that the person must “have served as Chair of the Neighborhood Advisory Committee.”  Our records show there are four previous Hobe Sound Chairs and one current Chair that meet this criterion.  

 

The current and previous Hobe Sound Neighborhood Advisory Committee Chairs were contacted by the Office of Community Development and informed of their eligibility.  The Board is asked to appoint Blake Capps to the Community Redevelopment Agency for a term to begin immediately and end January 27, 2023 (to complete Mr. Banas’s term).

 

The Administration Staff will advise all the applicant of the Commission’s decision which will include Sunshine Law information to the appointed individuals.

 

ISSUES:

 

The Board is asked to appoint two individuals to the Hobe Sound Neighborhood Advisory Committee for terms to begin April 13, 2021 and end September 11, 2022 and April 12, 2025.

The Board is asked to appoint one individual to the Jensen Beach Neighborhood Advisory Committee for a term to begin April 13, 2021 and end April 12, 2025.

                     No applications received

 

The Board is asked to appoint two individuals to the Old Palm City Neighborhood Advisory Committee for a term to begin April 13, 2021 and end September 11, 2021 and one to begin April 13, 2021 and end September 11, 2023.

No applications received

 

If NAC applications are received, they will be submitted via Supplemental Memorandum.

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board appoint Blake Capps to the Community Redevelopment Agency for a term to begin immediately and end January 27, 2023 and authorize the Chair to sign the Resolution of Appointment.
