Board approval is requested for an Interlocal Agreement between the Martin County Board of County Commissioners (County) and the Town of Jupiter Island (Town). This Agreement will allow the Martin County Public Works Department to participate in a joint construction project performing water and sewer utility construction within the Gomez Corridor Conversion Area.  The combination of these projects mitigates disruptions to the community providing cost, resource, and time efficiencies.

BACKGROUND/RELATED STRATEGIC GOAL:

 

1.                     Agreement drafted by: Town of Jupiter Island with comments from the County Attorney's Office. The Agreement has been approved and executed by the Town;

 

2.                      Parties to the Agreement: Martin County Board of County Commissioners and Town of Jupiter Island;

 

3.                      Purpose of the Agreement: To allow a joint construction project funded by the County and the Town within the Gomez Corridor Conversion Area to provide water and sewer improvements with conjunction to the Gomez Corridor Neighborhood Restoration project;

 

4.                      New/Renewal/Modified: New Agreement;

 

5.                      Duration: The Agreement will terminate when the water/sewer system components constructed under the Agreement are completed and transferred to the Town in accordance with the terms of the Agreement;

 

6.                      Benefits to Martin County: Provides septic to sewer expansion and water distribution improvements to County residents in a more cost and time efficient manner;

 

7.                      Cost to Martin County: The Capital Cost for Martin County Components is $315,000 for septic to sewer expansion and $115,000 for shared Town and County Components. There are some County staff labor and overhead costs associated with construction and interlocal agreement administrative tasks.

 

The Gomez Corridor Sewer Conversion project is a newly formed sewer project located within the Town’s Septic System Elimination Report for its service area, which also utilized similar evaluation criteria as provided in the County’s Septic System Elimination Report. The Town’s report identified several high priority areas along the east side of Gomez Road also referred as the Gomez Sewer Conversion Area. The Gomez Sewer Conversion Area is recognized as County maintained roadways east of SE Gomez Avenue between SE Cross Rip Street and SE Bridge Road. The Gomez Sewer Conversion Area meets the criteria for the County’s “Connect to Protect” program in which the County funds construction of sewer force main within identified areas of the Septic System Elimination report concurrently with the County’s neighborhood restoration program. The County currently is under Contract for drainage construction of the Gomez Corridor Neighborhood Restoration project within the proposed Gomez Corridor Sewer Conversion project limits. The Town has identified necessary water distribution improvements required for existing water main to be placed within the proposed Gomez Corridor Sewer Conversion project limits. All projects are located within the County owned Right-of-Way (ROW). Just as the Public Works Department coordinates with the Utilities and Solid Waste Department and funds sewer force main expansion within joint neighborhood drainage/roadway and septic to sewer projects, similar project coordination occurs with external agencies of Martin County to perform comprehensive projects. This coordination allows the work to be planned and executed for efficient sequencing of infrastructure work. This type of joint project provides cost, resource and time efficiencies mitigating construction fatigue to the community while preserving County and external agency infrastructure investments.

 

The Town, in participation with the County, has designed and prepared construction drawings for the respective septic to sewer and water improvements projects. The construction drawings have been coordinated and integrated so that the joint project can be bid and constructed as a single project. The Town will bid and manage the comprehensive construction project. The Town shall provide construction engineering and inspection for all aspects of the sewer and water utility work while the County shall provide personnel to inspect and perform duties for work improvements within County Right-of-Way. The Town shall obtain construction certification(s) of the permitted wastewater collection system and water distribution system. All sewer assets will be turned over to the Town for ownership and operation via Bill of Sale. Sewer service connections will be the responsibility of the Town.

 

The Interlocal Agreement specifies the roles and responsibilities of the County and the Town for the execution of the comprehensive project. The Interlocal Agreement has been prior approved and executed by the Town.

 

The joint construction project is planned to start in Spring 2021. The construction cost of the Town water improvements project is estimated to be $560,000. The estimated construction cost of the County septic to sewer project is $315,000.  The shared cost components include general conditions and the Town’s expansion of existing lift station and sewer force main along SE Gomez Avenue. The Town’s shared cost is estimated to be $65,000 and the County’s shared cost is estimated to be $115,000. The County shall be responsible for providing the Town the full cost of the County components and County shared components plus 15% contingency prior to the commencement of the construction project.

RECOMMENDATION

Move that the Board approve and execute the Interlocal Agreement to allow the County’s septic to sewer project and Town’s water improvements project be constructed and managed by the Town of Jupiter Island - South Martin Regional Utilities as a single comprehensive construction project.
