BACKGROUND/RELATED STRATEGIC GOAL:

According to Chapter 13, Art in Public Places, General Ordinances, Martin County Code and the Program Manual, any public art that is to be donated to the county is assessed by the Public Art Advisory Committee (PAAC). This assessment is based on the following criteria: potential location, cost of future maintenance, and adherence to the mission and goals of the AIPP program.

"Hanging In", a 7'5" seahorse, sculpted by Andrew "Jack" Voeller, has been offered as a donation to the county from the family of the artist. It is made of recycled, copper tubing with a concrete base and weighs approximately 250 pounds. There is minimal maintenance attached to this artwork, no repairs are needed and it was pressure washed about six months ago. It presently resides in Clearwater, Florida and the son of the artist, William "Bill" Voeller, has the ability to transport it to Martin County. Mr. Bill Voeller would prefer the seahorse to be displayed in the Rio area, specifically in the roundabout, as there is family that currently lives in the area and that is where his father (the artist) and his mother resided when they lived in the county. The family would consider other locations but does not want the sculpture to be just put in a warehouse.
Retired at the age of 40, Mr. Voeller sold his airplane, and his successful night club called "After Hours" and moved from suburban Chicago to Stuart, Florida where he formed his own marine services business, repairing and selling all forms of marin...
