end

EXECUTIVE SUMMARY:

executive summary

On April 5, 2022 the Martin County Board of County Commissioners (BCC) requested that staff return with an Agenda Item that addressed the manner in which For Profit Businesses are recognized via proclamation in the Agenda Policy and Procedures Manual of the BCC.

body

DEPARTMENT: Administration

PREPARED BY:                      Name: George M. Stokus

                     Title:                     Assistant County Administrator

REQUESTED BY:

PRESET:

PROCEDURES: None

BACKGROUND/RELATED STRATEGIC GOAL:

The Board of County Commissioners (BCC) engaged in discussion as it relates to the proper way a For Profit Business is recognized by Proclamation by the BCC.  The BCC tasked staff to return with a Board Item that would amend the current policy that required a commissioner to sponsor a proclamation request by a For Profit Business in order for that request to be brought before the BCC for a vote.

ISSUES:

The current language of the Martin County BCC Agenda Policy and Procedures Manual currently states:

A Proclamation, signed by all members of the Board and sealed by the Clerk of the Circuit

Court, is a document of "goodwill" used to recognize a group, organization, or an event. A

request for a Proclamation may come from a member of the Board, County Administration,

or the public. Proclamations shall not be used to recognize individuals, with the exception

of Boy Scouts achieving the rank of Eagle Scout or a Martin County resident celebrating his

or her 100th birthday.

Staff has amended the language to recognize the direction given on 4/5/2022:

A Proclamation, signed by all members of the Board and sealed by the Clerk of the Circuit

Court, is a document of "goodwill" used to recognize a group, organization, or an event. A

request for a Proclamation may come from a member of the Board, County Administration,

or the public. Proclamations that recognize a For Profit Business must be requested by a member of the Board of County Commissioners. Proclamations shall not be used to recognize individuals, with the exception of Boy Scouts achieving the rank of Eagle Scout or a Martin County resident celebrating his or her 100th birthday.
