BACKGROUND/RELATED STRATEGIC GOAL:
On August 16, 2016 the Board approved a disposal rate increase for Class III (Trash/Construction & Demolition) from $40.60 per ton to $42.00 per ton. It also approved an increase for Yard Trash (Vegetation) from $24.33 per ton to $26.00 per ton due to the amount of material being brought to the facility which in turn increased the handling and disposal costs for these materials.
The current requested disposal rate increase for Class I (Garbage) would go from $60.00 per ton to $65.00 per ton. The increase for Class III (Trash/Construction & Demolition) would go from $42.00 per ton to $46.00 per ton. The increase for Yard Trash (Vegetation) would go from $26.00 per ton to $29.00 per ton. The increase for Clean Debris (Concrete, Wood and Metal) would go from $21.00 per ton to $23.00 per ton.
ISSUES:
These disposal rate requested increases are driven by inflation, increased operating cost and CPI rate adjustments for our current vendor services agreements for the Waste Management Franchise Agreement, Yard Trash Processing, Construction & Demolition Processing and Disposal Agreement. For example, we are currently paying $42.64 per ton to the construction and demolition processing vendor and the disposal rate for user’s visiting the facility is $42.00 per ton. On October 1, 2022 the contractor’s rate will increase to $44.35. Increasing these disposal rates would also align with current market rates. Raftelis, the County’s Utilities Rate & Financial Consultant worked with the Martin County Utilities & Solid Waste Department on developing these disposal rate adjustments in accordance with inflation, increased operating cost and CPI rate adjustments associated with our current vendor services agreements. The proposed rate resolution schedule would increase the disposal rate up to 8.6% in FY23, up to 7.6% in FY24, and up to 4% in FY25, FY26, and FY27.

Move that the Board adopt the resolution adjusting the Solid Waste Facility rates and setting the regulations.
