BACKGROUND/RELATED STRATEGIC GOAL:
On September 11, 2018, the Board of County Commissioners approved Resolution 18-9.29 which sets the number of members for each Neighborhood Advisory Committee (NAC):
Golden Gate Neighborhood Advisory Committee - 7 members
Hobe Sound Neighborhood Advisory Committee - 7 members
Jensen Beach Neighborhood Advisory Committee - 5 members
Old Palm City Neighborhood Advisory Committee - 9 members
Port Salerno Neighborhood Advisory Committee - 7 members
Rio Neighborhood Advisory Committee - 7 members
On November 20, 2018, Resolution Number 18.11.18 was adopted increasing the number of members of the Port Salerno NAC from seven (7) to nine (9).
The Office of Community Development received an email of resignation from Marygrace Haluska (Port Salerno NAC). The Administration Staff advised Robert Krebs and Christian Nelson (Hobe Sound), Cynthia Hall (Jensen Beach), Mark Palazzo (Old Palm City), and Rich Kennedy (Rio) that their terms will expire in September 2022, and they were provided an Application for Appointment to complete and return if so desired. Also, there has been a re-occurring vacancy on the Old Palm City NAC.
An Information Release soliciting applicants for the five NACs was emailed via Constant Contact to the Outreach Martin and Local Media email lists which includes local Chambers of Commerce, local businesses, and citizens (well over 2,600 recipients). The Information Release was also posted to the County’s web page under News.
To qualify, Neighborhood Advisory Committee applicants must be an individual who is either:
i. A resident of the respective Community Redevelopment Area, as evidenced by being a registered voter in the respective Community Redevelopment Area for at least one year, or
ii. A resident of Martin County, as evidenced by being a registered voter in Martin County for at least one year, who is also a business owner of a business located within the respective Community Redevelopment Area; or
iii. A resident of Martin County, as evidenced by being a registered voter in Martin County for at least two years, who is also a senior manager of a business located within the respective Community Redevelopment Area; or
iv. A resident of Martin County, as evidenced by being a registered voter in Martin County for at least one year, who also owns real property within a mile of the respective Community Redevelopment Area. No more than two members of any respective Neighborhood Advisory Committee will be appointed from category iv. above.
Administration Staff confirmed through the Supervisor of Elections Office that all the subject applicants are Martin County registered voters, as required.
The Administration Staff will advise all the applicants of the Board’s decision and will provide the appointed individuals with information related to the Sunshine Law, conflicts of interest law and public records law. Chair letters and Certificates of Appreciation will be mailed to any members not re-appointed. The Chairman will sign the letters and certificates.
ISSUES:
There are no issues. Below is a breakdown for each Committee.
The Board is asked to appoint two individuals to the Hobe Sound NAC for terms to begin September 12, 2022, and end September 11, 2026.

The Board is asked to appoint one individual to the Jensen Beach NAC for a term to begin September 12, 2022, and end September 11, 2026.
Cynthia Hall (incumbent & resident & property owner within 1 mile)
The Board is asked to appoint two individuals to the Old Palm City NAC - one term to begin September 12, 2022, and end September 11, 2026, and one term to begin immediately and end August 15, 2026.
If any applications are received before August 9, they will be submitted via Supplemental Memorandum.
The Board is asked to appoint one individual to the Port Salerno NAC for a term to begin immediately and end September 10, 2024.
Jim Peck (business owner/manager)
The Board is asked to appoint one individual to the Rio NAC for a term to begin September 12, 2022, and end September 11, 2026.
Richard Kennedy (incumbent & resident)

RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board:
• Appoint Robert Krebs and Christian Nelson to the Hobe Sound NAC for terms to begin September 12, 2022, and end September 11, 2026.
• Appoint Cynthia Hall to the Jensen Beach NAC for a term to begin September 12, 2022, and end September 11, 2026.
• Appoint Jim Peck to the Port Salerno NAC for a term to begin immediately and end September 10, 2024.
• Appoint Richard Kennedy to the Rio NAC for a term to begin September 12, 2022 and end September 11, 2026.
• Authorize the Chairman to sign the Resolution of Appointment and any letters/certificates.
