BACKGROUND/RELATED STRATEGIC GOAL:

The County's previous vulnerability assessment work (through Resilient Florida Grants CM933 and R1911) focused on impacts to the County's infrastructure, general assets, and roadways. After the projects were completed, Section 380.093, F.S. was adopted creating new state standards. The County's Vulnerability Assessment does not meet all the requirements in the statute but meets many of them. County staff are currently working to complete work that will bring us into compliance with these updates to vulnerability assessment (VA) criteria. Concurrently, the Resilient Florida Grant program is in rulemaking to develop evaluation criteria for grants (Rule 62S-8, F.A.C.). This includes the need to identify specific capital projects in local vulnerability assessments. The updated Vulnerability Assessment is in compliance with Section 380.093, F.S. to support Resilient Florida grant submittals 2022.

County staff is requesting the board adopt this update to the County's vulnerability assessment (VA) that will have dual purpose: increase competitiveness of Martin County's grant applications and our effort to come into compliance with new state statute. The update identifies specific projects that will be submitted for grant applications along with a "Vulnerability Assessment Appendix".
