BACKGROUND/RELATED STRATEGIC GOAL:

 

The Animal Care and Control Oversight Board (ACCOB) was established on January 10, 2017 by Resolution No. 17-1.6.  The Animal Care and Control Oversight Board has the duty and responsibility to advise/make recommendations to the Board of County Commissioners regarding the care and control of domestic animals through ordinances, policies, requirements, fulfillment of specific and related contract(s) and make recommendations regarding animal care and control initiatives authorized by the Board of County Commissioners.  The Animal Care and Control Oversight Board shall be comprised of five members.  The Board of County Commissioners shall appoint four at-large members who are required to be Martin County residents licensed in Veterinary Medicine or are animal care professionals with shelter experience.  The entity contracted for the provision of animal care, control, and disposition services is authorized to appoint one representative. The Sheriff is authorized to designate a liaison from the Martin County Sheriff’s Office Animal Services Unit.

 

The term of each member shall be determined at the time of their appointment. At the initial appointment to the Animal Care and Control Oversight Board the terms of office of the members shall be for 4 years, except that three of the members first appointed shall be designated to serve terms of 1, 2, and 3 years, respectively, from the date of their appointments, and all other members shall be designated to serve for terms of 4 years from the date of their appointments. A vacancy occurring during a term shall be filled for the unexpired term. Each member shall hold office until his or her successor has been appointed and has qualified. Appointments for the representatives of the Martin County Sheriff and animal care, control, and disposition services vendor shall be at the discretion of the appointing authority.

 

The Animal Care and Control Oversight Board now meets biannually or more frequently as directed by the Animal Care and Control Oversight Board Chair or a majority of the members per Resolution No. 20-11.1.  Their agendas are published to the County’s web site in a timely manner.

 

The Administration Staff received a letter of resignation from Polly Campenni who served on the Board since March 2017.  Per previous Board direction, Administration Staff sent Mrs. Campenni a Certificate of Appreciation and a letter thanking her for serving which were signed by the Chairman.

 

The Administration Staff advised Rex Sentell that his term will expire on March 27, 2023. The incumbent was provided an Application for Appointment to complete and return if so desired.

 

An Information Release soliciting applicants for the two at-large positions was emailed via Constant Contact to the Outreach Martin and Local Media email lists which includes local Chambers of Commerce, local businesses, local media, and citizens (well over 2,600 recipients).  The Information Release was also posted to the County’s web page under News.

 

The Administration Staff will advise all the applicants of the Commission’s decision which includes Sunshine Law information to the appointed individuals.

RECOMMENDED ACTION:

 

RECOMMENDATION

o                     Move that the Board re-appoint Rex Sentell to the Animal Care and Control Oversight Board for a four-year term to begin March 28, 2023 and end March 27, 2027;

o                     Move that the Board appoint Sarah H. Johnson to the Animal Care and Control Oversight Board for a term to begin immediately and end March 27, 2024; and

o                     Move that the Board authorize the Chairman to sign the Resolution of Appointment.
