HB 7013 has passed.  The next step in the process is that it will be presented to the Governor, and from there he will have 15 days to sign it into law or veto the bill.  It should be on his desk in the next couple of weeks.

BACKGROUND/RELATED STRATEGIC GOAL:

The bill, HB 7013, largely focuses on independent special districts (CDDs, fire districts, mosquito control districts, etc.), but does not leave CRAs alone entirely.  The following is a short summary of the changes.  The bill, in its entirety, is also attached for your review.

 

Section 1 makes provisions concerning CRAs to be consistent with those that apply to other types of districts by repealing 163.3756 and revising the criteria for declaring a special district inactive.

 

Section 7, 189.0694 is created to require that each special district establish goals and objectives for each program and activity undertaken by the district, as well as performance measures and standards to determine if the district’s goals and objectives are being achieved, by October 1, 2024, and every year thereafter for each district.
