This revision of the 2023-2026 LHAP was prepared by staff to update internal procedures and processes and incorporate technical updates that were approved for the 2020-2023 LHAP, to maintain consistency in the program.

BACKGROUND/RELATED STRATEGIC GOAL:

Martin County maintains authority to review and/or revise the Local Housing Assistance Plan (LHAP). The LHAP is a guide for administering the local State Housing Initiative Partnership Program (SHIP) funds. After staff revisions, the plan is presented to the Board of County Commissioners (BOCC) for review and approval, followed by submission to Florida Housing Finance Corporation (FHFC) with the BOCC resolution.

To be eligible for SHIP funding for a state fiscal year, a county or eligible municipality shall submit and receive approval of its local housing assistance plan and amendments thereto as provided in Rule 67-37.006, F.A.C.

Staff completed a review of the LHAP and discussed local procurement processes with the Martin County Purchasing and Legal Departments in order to identify the most effective method of procurement oversight for the program. This revision of the LHAP includes the updated processes that were agreed upon.
