BACKGROUND/RELATED STRATEGIC GOAL:

The Government Finance Officers Association (GFOA), founded in 1906, represents public finance officials throughout the United States and Canada. The association which has over 20,000 members are federal, state/provincial, and local finance professionals who are involved in various aspects of their governmental operations. GFOA has a mission to advance excellence in public finance through training, education and award programs. The organization also provides best practice guidance through networking opportunities, consulting, recognition programs, and many other outlets that are made available to their members.

GFOA established the Distinguished Budget Presentation Awards Program (DBPA) in 1984 to encourage state and local governments to enhance their budget documents by creating specific criteria that must be included in the budget. The required criteria developed was based upon guidelines established by the National Advisory Council on State and Local Budgeting and GFOA's best practices on budgeting. The DBPA requires an application process to submit the budget for consideration. Once submitted, the budget is then reviewed by three GFOA budget reviewers who remain confidential.
